Most cities that use LVT are not increasing taxes this year. Some that are are doing so by raising the tax rate on land values. Good government requires it, but good government also requires cities being able to guide their own destiny on the expense end as well as the revenue end. In Pennsylvania, school districts and counties for the most part are unable to reform the property tax with the land value tax, negotiate sensible contracts, annex land and get rents/taxes from land values that are officially exempt.
