About CSE

The Center for the Study of Economics is a 501 (c) 3 non-profit tax educational foundation, established in 1980 as the sister organization of the Henry George Foundation of America. 

We study the impact of LVT on a community, as well as providing technical assistance in implementation and tax administration. Where appropriate, the Center will promote the adoption of LVT.

Revenue Stability

Too many towns and other taxing jurisdictions depend on mobile sources of taxation such as commerce jobs and capital investment. The property tax, while preferable is still half mobile: the building on a parcel requires continual labor and investment to keep it standing. This section contains policy briefs that examine the problems facing strapped cities and what can be done.

File Municipal Insolvency in Pennsylvania - Improving Act 47
Act 47 is Pennsylvania's answer to what happens when a city loses so much tax base it cannot meet its obligations. Act 47 is regarded as a blessing and curse. This paper examines the Act, and how it can be improved by using land value based policy recommendations.
